As one of the government agencies Riau Islands province is the Regional Disaster Management Agency Riau Islands province has the task of empowering local government officials, especially Servants. Therefore, in terms of empowerment, employee dtuntut for professionals and the maximum that the goals of the agency can be achieved with good and can provide maximum service to the community.
To achieve empowerment in improving employee job performance yangsecara maximum, takes concrete steps that can help improve the capabilities and skills of employees. Such as improving employee education, providing training for employees, complete infrastructure adequate employment and authorizes the employee in performing the tasks that the objectives of the agency will be easily achieved.
This study aims to determine the general implementation of employee empowerment at the Secretariat of the Regional Disaster Management Agency and the Riau Islands Province Factor inhibiting the implementation of employee empowerment at the Secretariat of the Regional Disaster Management Agency Riau Islands Province. The method used in this study is a qualitative research method of data collection techniques include interviews and observations of 35 respondents.
